It is often cited that about 10% of BPD sufferers end up by suicide. It is also often cited that about 1% of population are BPDs. How come there are less suicides even in Lithuania (about 1 per 3000 people)?

Who_knows,

The conditions, or variables used, to generate statistics on anything, including suicide, can vary tremendously from study to study and from country to country.  The suicide rate you mentioned for BPD at around 8-10% is the accepted psychiatric/mental health professional average. 

In this study, Chronic Suicidality Among Patients With Borderline Personality Disorder by Joel Paris, M.D. in Psychiatric Services 2002 also confirms a 8-10% suicide rate among *clinical* (diagnosed with the DSM-IV criteria) and severe hospitalization cases of BPD.  There were several clinical studies going on with this research that included study groups ranging from approximately 200 to 80 in three different locations over 15 years.  This percentage was based on "completing" suicide and there was a second portion on acute and chronic suicidality with it's own long term stats.

So the collection of statistics is very much dependent on the parameters the researchers, or the statistic collectors, establish as instrumental.  That said, the ways and means a country collects statistics can vary widely dependent on larger governmental, economic, and sociological factors.  In the Lithuania statistics for suicide numbers, it may be important to look up the origin of the statistics, the mental health system, and any economic drivers in the country that may affect the suicide rates, or the reporting of suicide rates.

According to the link you provided, the Lithuanian suicide rate is an annual statistic.

The statistic of 10% of BPD sufferers ending their life by suicide, is a lifetime statistic.

There is a significant difference in those two statistical measures.  Doing the right thing
