I don't know how to help my sister in law. She struggles with BPD but is so consumed with focusing on her relationship with my brother, she won't seek professional help.  All she wants to do is scream and cry about every thing my brother says   Twisting his words into these cruel and irrational comments. And when she comes to me looking for me to react the same way, I get mad.  I feel she's being irrational but that just makes her more upset and agitated.  

How do I find her the help she needs ?

Hello SWVW and welcome. 
I feel your pain with your situation, dealing with a BPD can be very mentally and emotionally draining.  Unfortunately we cannot fix them, as they have to do that work themselves.  We can however change the way we deal with them to help the situation.  Take a look to the lessons on the right side of this page as well as the tools section at the top of the page here.  Understanding the illness, and how the common behaviors of a person with BPD manifest can be helpful in dealing with the situation.

Has she been diagnosed BPD?  Is she completely unwilling to go to counseling?
