Family now referred to social services feel so sad and worn out by it all.

I'm so sorry for what brings you here and glad you found the site. Is your daughter being hit? Or is she hitting your grandson (or both)? A lot of members here are grandmas who are in complicated relationships with their grandchildren, trying to protect them and love them through a tough situation, to say the least. How often do you see them? What happened that led to social services becoming involved? It helps to post, if only to know that you are not alone. Over time, there are some skills that can help, too.
