I had tried to reach out to my ex BPD partner through email. Nothing harassing just asking her to please talk with me. Now I'm getting phone calls from a "processing deoartment" asking me to verify my address and place of employment. Do they do that before serving you?

Typically no. If the person knows your address, there's no need, it would be on a complaint #. That is in NY, I'm not aware of other places, I'd think the same in most states. Criminal matters are investigated and you'd here from the proper authorities first, most likely a detective/investigator. Call the process server back and ask, or have someone else ask why you are being contacted. Civil matters in your state may be different verse criminal matters regarding being served. You have the right to determine who is contacting you and why regardless of whatever you think you've done to "irritate" someone.
