So 9 month old baby girl got her first tooth! I emailed ex yesterday and told him. His response " bout time". What does that mean?

I would not communicate information like this. It may feel "right" but provides an opportunity to trivialize what you're saying. It doesn't matter what it means, he's gotten the reaction he's looking for which is bewilderment which falls under psychological abuse. I'm assuming your BP is like everyone else's and is adept at creating these instances.
