The T's are suggesting that my daughter needs a higher level of care (we agree) - they said they are getting me info for an educational consultant that they have worked with in the past.
What is an educational consultant? Anyone work with one before? What should we expect.

I worked with a PhD educational psychologist when my son was a pre-teen and teen. I would describe her also as an educational consultant. She was qualified to administer a number of assessments to determine the best learning environment and techniques for his needs (ADD, dysgraphia).

An ed consultant can be anyone who offers specialized services to schools and districts. It's usually someone with a level of expertise (phd or masters) and experience in a specific area.
In your case, it's probably someone who is familiar with students who have behavioral issues, who will consider what the district can offer given her specific disabilities.
If you're in the US, as a safeguard I would encourage you to document as much as possible via email and notes, and depending on your state, even audio recordings.
My experience with special needs kids and schools is that there is a lot of talking and the follow through tends to be weak.
