I agree, by default they would normally just return the title to the named owner with the lien cancelled. What you want to do is see if you can influence the title to come to you. If in his name, there may be complications. First hurdle is creditors and where they'll return the title, second is getting it from ex if it is sent to him, third is getting the state agency to agree to transfer title to your name if ex didn't sign it over to you.
The title has both of our names on it -- I changed the address so that everything would come to me, but who knows what they will do when the car is paid off.
