Welcome Iroquois,
Without knowing all the particulars of your friend . The first question would be is she amenable to getting help for herself?  It is heartbreaking to see our loved ones suffering, however, they would have to take the first step into admitting they want help.
1. You could suggest to her to reach out through her health insurance to see which therapists are covered.
2. In my county, the local crisis unit provides lists of therapists and before covid-19 had a mobile unit that could come out to the home to talk.
3. One of the cornerstones of getting help for the BPD is for the caretakers to get help for themselves to and put the focus on them.  12 step programs for family ( al- anon, nar-anon) provides free support and there are some online groups if you go to their website.
I am sure others will chime in here.  Good luck and write back,
