?... or just make them able to handle difficult situations?
Is arrested a term for arrested for ever? ! This emotional immaturity thing seems to be central, are they just to immature to mature despite good therapy?

Hello border dude,
For me the most important starting point is the level of functioning and awareness that the pwBPD has on entering therapy. If someone, anyone is prepared to enter into the therapeutic arena, that is positive and it demonstrates a degree of motivation. Then they have to stay and do the work and that's really hard, hard for anyone.
So now to your question about emotional maturity, my opinion for what's it's worth is a therapist can help someone increase their awareness around areas of difficulty. They can explore what this means to someone and how it impacts on their life, and maybe help develop healthier coping strategies etc. I don't believe a therapist can change something that I feel is hardwired into the esssence of a pwBPD, because this is their default setting if you like. We all have one, I know mine, I know in times of stress it rears it's head. Sometimes I can check it sometimes I can't.
So my answer longwinded as it is, is no. However I do believe behavioural changes are possible through increased awareness and helping pwBPD to identify better coping strategies so they can handle difficult situations and manage emotional dysregulation.
All the research indicates and there is a lot out there, that therapy for pwBPD can be a very slow and tricky process with very variable outcomes.

My knowledge is limited her, anyway they set a limit to 3 years old. Anyway when was 3, i managed to develop further into adulthood. It should be valid to ask if this was not possible to copy later on in life.
I have seen at one encounter a BPD person , wich had developed in other fields much further thsn normal, like mathematics, and similar subjects.
