Family Connections programme describe 'supporting a sufferer of Borderline Personality Disorder (BPD)/Emotion Dysregulation (ED) or BPD/ED traits.' So yes ED is also used instead of BPD.
For a BPD diagnosis five of the nine criteria are met.

Did your DIL share her diagnosis with you directly? Guess I'm asking if she's comfortable talking to you about it.
Hang in there, it's frustrating DBT is not available immediately, my DD waited a year for DBT (UK).

My DD did have access to a Crisis Team to reach out to.
