How do you finish with a Psychopath ?

I have someone doing work experience, who comes from a government initiative that tries to place difficult school leavers into work. Problem is this “difficult” persons hits all the criteria of a Psychopath, harder than I’ve ever seen before. He said his family had to move to our area because “he got such a bad reputation ” in his old area. He’s told me so many stories of how this smashed this, broke that, went crazy wherever. There is little doubt he hits the criteria extremely strongly, so it would be crazy to assume we wasn’t.
My problem is Psychopath aside, he never was right for us, basically the government representative lied to us both – I was looking for a year 2 student, he said this guy was already on the course, then I found he doesn’t even qualify to get into year 1 (his exam results aren’t good enough). So how to I let him down and tell him, he just doesn't fit our criteria ? I know how I would communicate this to a norm, but a Psychopath ? Do I used S.E.T. ? Normally I would do this privately so as not to embarrass, but should I make sure someone else is in the room ? Also, I've not promissed or offered anything, but he has so much confidence that he's just perfect for us. Am I worry too much here, he's only spend 2 weeks with us.

So even here, mention the word psychopath and no one wants to get involved. I guess that’s why they ruled us. Well I let him have the news, and there was absolutely no emotion at all. Almost as if it was understood. Must also say, I was gob smacked by the stories he told me. Stories of how he and his relatives committed various crimes, as if I would approve (as his potential employer) ! Is that his age (16) or do psycopaths like to boast, or use such stories to intimidate ?

I'm glad you freed yourself from this person. Psychopaths are frightening indeed and good to keep them as far away as possible.
